History has presented that Cambodia rarely had good relations with the neighbouring countries and international relations with other far-reaching countries almost never existed, plus its protracted warfare, Cambodia does need to boost its diplomacy and not just plain diplomacy, but "quality" diplomacy to benefit from globalization.

So what does "diplomacy" means? Not referring to the diplomatic theories, written by world famous legal publicists, in my personal sense and opinion, diplomacy means "Negotiation skill for national interests". Because of Cambodia's unacceptable diplomatic history, present non-existence of diplomatic education in the undergraduate or graduate schools, lack of diplomacy and international-relation specialists, how can Cambodia diplomats abroad argue for Cambodia's national interests.

Drawing from all above facts, withou
